This was my fault.  The decision had only just been made to reconstitute
RTCWEB to take up this one issue, rather than doing it in MMUSIC (though
thank you to the MMUSIC chairs for being willing).  After we worked on the
new charter, I sent that message to RTCWEB.  I had meant to also send it to
MMUSIC, but instead packed up for the weekend before I did so.  Apologies
for the oversight.

I think the revised charter takes this into account.  Please let me know if
