These PT are not associated with the same flow direction. Each end point
lists PTs it is willing to receive. The end point which is sending the
sendonly offer has no idea what the other end point is willing to receive
and their PT preferences. The PT in sendonly are in the direction to
sendonly end point, They are simply placeholders and will not be used.
