I must be missing something, but if the controlled receives two
USE-CANDIDATE, selects the last one as "selected pair" and reply to
them, then the controlling peer would probably use the first
USE-CANDIDATE as "selected pair" (it arrived before so most probably
its response arrived first to the controlling peer, and if it arrived
before it may be because it is a better option so had higher
PRIORITY).
