This is not true anymore in the multimedia communication area. Video may 
be included in a call because the user just want to see the other call 
participant or it is included because the user urgently prefers to get a 
sign language commuication.

Two persons urgently wanting to use British Sign Language should have a 
chance to find that both support and prefer that, and they should 
connect without a relay service.
The evaluation can be made by the answering part, the calling part on 
the answer if the intication is prpoerly inserted, or by a service 
provider in betweeen the users.

But if the answering part ignores the indications, nothing is gained.
