Yep. I'm pretty sure those deployments don't use Outbound/GRUU (RFC
5626/5627) nor MSRP relay servers (RFC 4976). Probably they all use
their own private SIP extensions to handle TCP based connections and
probably they implement middle-boxes that prevent SIP body encryption
(draft-ietf-simple-msrp-sessmatch) because those magic middle-boxes
need to mangle the SDP for things to work in walled gardens.

However, the IETF is supposed to do stuff for the real Internet, and
there are still good guys building real stuff on top of real Internet
standards:
