I don't think you can make that assumption. Note that I am not talking spec=
ifically about browsers, but IP clients in general.

Now, there is ongoing work (draft-hanes-dispatch-fax-capability) in definin=
g a media feature tag, which clients can use to indicate their fax capabili=
ties. Maybe "picture" should be addded as an option...
