I think that this is fine, though I could probably concede #4.  If I'm
correct, failure to negotiate here means that you don't get simulcast,
which is not necessarily the end of the world.  We could choose #4 in
this draft and have a stronger requirement in WebRTC (acknowledging
that logistical difficulties exist here).
