That's true, but it's also true that scheduled meetings tend to act as
an effective form of stimulus.  I really don't want more meetings, but
this could be a contributing factor.  I don't think that it's the main
one.

At the current time, the main reason for lack of progress is the
impotence of the rtcweb working group.
