I don't follow you here. mdmCCCallProgressDetect controls the
detection and messaging of dial & busy tones.  It does not specify any
action (eg. 'blind dialing').

It doesn't sound to me like we need mdmPauseBeforeBlindDialingTime
because of mdmCCCallProgressDetect.  Is there some other reason?
