now I've attempted to read the meta-management MIB too.
It seems to specify a place to write down things, rather than a place
in which already present data is presented to the manager.

I don't know what you mean by "rationally instantiated"; if you mean
"implemented", I note that they already claim to have an implementation.

What worries me more is that I can't see from the description whether the
MIB is intended to be useful as "one MIB per network", or if it requires
the implementation into each and every router/host/box in order to be
as useful as possible.
