Eric...you are correct.  The key point you are making is that it is the OAM mechanisms in the *IP layer network* that act totally independent of whatever server layer is used to create each of the link connections in the IP layer.  We must stop functionally coupling different layer networks...it is just plain wrong as I explained further in my post this morning (GMT).
