Dear Stewart,
if use of the entropy label implies non-MPLS-TP environment, then this
scenario is outside of scope of RFC 5586 and location of GAL on the
label stack is up for specification. In case if use of entropy label
in MPLS-TP network is expected we have second proposed to RFC 5586
change (first - to change that GAL mast not be used on PWs in MPLS-TP
network).
