Andy,

The server layer network does not have to know which clients want to know,
as this is controlled by the server/client adaptation sink functions. 

The server_AI carries the SF and SD information, and the server/client_A_Sk
function or functions (multiple clients) will pass this SF/SD information to
those clients that want to know, via their client_CI_SSF/CI_SSD signals
and/or via client-AIS/FDI maintenance signals.

If a specific client instance is not interested in it, then it can ignore
this information; otherwise it can use the information.
