As Tony points out a single sub-stack may be as small as a single LSE.  Your quote is referring to the fact that there may need to be multiple sub-stacks because  of label stack depth.

Well the framework (as written) does not seem to allow that.

Note that it says:

An MNA solution is envisioned as a set of network action sub-stacks,
   plus possible post-stack data.

To me this means plural only.

Your draft has not been ignored.  There are many proposed solutions and time has been divided.  On the MNA documents taxonomy, your solution rates an entire section.

is really not a solution document but parallel framework document to accomplish what is listed in MNA

requirements. The framework document which locks solutions is not proper IMHO.

It is bizarre that MPLS WG chairs have been ignoring draft-raszuk-mpls-raf-fwk completely.
