This WG Last Call is closed; there seemed to be support for - and no objections to - progressing the draft.  I have discussed this with the Working Group Chairs and they agree that there seems to be rough consensus to progress the draft.

Authors, please address the comments made on the mailing list and post a revised version for forwarding by the WG chairs to the IESG.
