I also sincerely apologize for the delay in disclosure. 

Due to reasons similar to Tianran’s, we did not disclose immediately. We understand the importance of prompt IPR claims and the potential impact of late disclosures on the working group’s efforts.We aim to ensure timely disclosure in the future.

I am sorry for the unfortunate lateness of the disclosure.
I obviously knew about this patent and its applicability to RFC 9326. We made a disclosure there.
However, our patent department looked at this more closely and consider that there may be a relationship and so a disclosure was made.
Again, I am sorry if the lateness of the disclosure has caused any concerns.
