Thanks for working on this specificaition. Special thanks for Michael Tüxen for
his TSVART review.

I have don't have any objection from transport protocol point of view. However,
I am supporting Gunter's Discuss on a need to algorithm where we do find it,
and supporting Jhon's discuss as it appears to be critical for the inter-domain
use case.
