Robert,

Perhaps you could take that question to whichever WG is doing the Yang 
model in question.

You seem to be speculating that a Yang model with the properties you'd 
like to see would be rejected as a standard, due to some incompatibility 
with RFC3031.

I'd suggest that you work to get the Yang model the way you think it 
should be.  If it is later claimed by some WG or AD that the model 
cannot be standardized because it is incompatible with RFC3031, the MPLS 
WG can evaluate the specifics of that claim, and determine whether it 
needs to take any action.
