There is no need for such an indication if that is defined by the solution.  Haoyou’s proposal requires no indication that there is PSD. It is inherent in the solution. There is one LSE of NAS and that’s sufficient.

You have misread.  Section 4 lists the number of things that a network action must have.  One of the things in the list is: "The number of LSEs of in-stack data and its encoding.”  Zero is a number.
