There is Cisco IPR declared against synonymous flow labels (see 
https://datatracker.ietf.org/ipr/search/?submit=draft&id=draft-bryant-mpls-sfl-framework)

This solution uses SFL, so I wrote to the Cisco Patent department on 9 
March this year requesting a disclosure against this draft. I understand 
that the matter is in hand.
