Personally I do not have a particular preference between leaving citations
to I-Ds where they are or moving them (as co-editor I prefer leaving them
where they are :-)

But the point I think is important to clarify in the document is whether a
draft is referenced because it describes a gap or because it describes a
potential solution to a gap.
