I appreciate the diligence by which this IPR disclosure was made.

I think it is sad that we have reverted to RAND license terms for core
technology. I know why and how this has happened, and I still think it is
sad and serves as a barrier to entry for new companies that do not have
their own bank of IPR to serve as a deterrent in "patent wars".

In this case, I wonder whether the MPLS working group would like to think
about the mechanisms in draft-jags to see whether it is possible to devise
an approach that is not encumbered by IPR that requires a license.
