Hi Loa,

I am trying to make progress in a step-wise fashion.  

Before doing a WGAP on that document, it would make sense for the WG to decide whether or not it needs a PSD solution. 
If we do not need a PSD solution, then there is no point in a WGAP for any PSD document.

Before doing a consensus call on whether we need PSD, we should have an open and honest debate about whether
we need PSD. The chairs are discussing how to initiate that debate right now.
