OK. So I made a quick design on the new format, call it format C’, different from format C.
This format is still a container, which can be used for AD.

GL(group length) indicates the number of LSEs in this group.

So it works for all the combination usages:

A+B+C’
A+B+C’+D
A+B+C’+C
A+B+C’+C+D
A+B+C’+C+C
A+B+C’+C+C+D
A+B+C’+C+C’+C
…

The point is that each type C LSE contains 32 bits, of which 19 bits are dedicated to ancillary data.  If they are not carrying ancillary data they are unused but still transmitted.  So, unless they are re-purposed, your proposal doesn't buy anything.

C’ is a kind of group, which can group several C formats.

So the sequence is A-B-C’-C-D.

For example, if several LSEs have the same flow id, we can just put this flow id at the beginning of the group. And all the following LSEs in this group can use.
