You do realise that in some countries, such as the one I live in, all
incoming baggage is X-rayed just in case you failed to declare every single
food item, and you can be fined on the spot for smuggling undeclared food
items? And anything considered to be a biohazard is confiscated. I'm not
saying that Mary's supplies would be illegal, but she would have to declare
them. This just illustrates the complexity of trying to cover *everything*
in this draft. We can't. We have to stick to relatively general criteria.
