I get the impression that the main proponents of this for a long time have been people who wanted an excuse to come to the U.S., and now that this has become problematic, there's no longer any reason for that policy.   However, people in the U.S. who have green cards but are not citizens are still at risk with the new policies, so for them flying to IETF out of the U.S. is now going to be potentially really risky.

Basically, there is no winning in this calculus.
