Stev,
the facts of this particular case were that:

- We had written down rules saying that if you need a top level type, you must 
do it standards track. (MIME spec, RFC 1590)
- The chemical guys had successfully argued the case with the ADs that a top 
level chemical type was a Good thing, according to the criteria that were set 
down for such beasts (draft-rzepa-.....)

We could then make one of two choices:
- Change the rules
- Follow the rules

In this case, we (John and I) wanted to try following the rules. If we are 
convinced that the rules are wrong, we can change them, but I think we should 
make at least one attempt at following a rule before we conclude that the rule 
is broken.
