I'm not advocating for such a group. My first proposal would be for a WG 
that takes on responsibility for all the documents as work items, but 
coordinates with other WGs as necessary. The alterantive would be some 
sort of cross-Area Multicast Directorate to do the coordination, with 
the work items going to specific WGs according to their content.
