I'd prefer to not attempt mixing HTTP caching and DNS caching in
the first version of this new beast.  I'd rather see 'no-cache'
from the server until it has been deployed for a few years and
we can make informed statements about how the two will interact.

For example, probably every HTTP caching proxy written gives
admins the ability to ignore or change cache-control directives.
HTTP caching is much more complex than DNS caching.
