Hi Dean,

There is no registration per-se. It is by invitation. 

We will consider this email as a statement of interest, something one can submit in-lieu of a position paper. Statement of interest of course will be evaluated separately from a position papers when deciding who to invite. But I am told that we invite pretty much everyone who shows interest.
