Two substantial reviews were received (thank you Rob and Qiufang!), which is great, but not quite enough to judge WG consensus. Authors, please update the draft to -07 and than the chairs will do a 2nd WGLC on this draft, with emphasis on getting new reviews (no need for Rob/Qiufang to review again, other than to confirm that their earlier comments were addressed.
