Re: [Netconf] bug in ietf-netconf-monitoring.yang

I think we should include this into the RFC 
editors notes with OLD/NEW text but don't 
want to talk for the authors.

Current RFC editors notes can be deleted as 
they have been incorporated into the v15 draft.
