The way I understand Mahesh's email, those two points below are the same 
issue, solved by:

       import ietf-netconf-acm {
         prefix nacm;

         reference

           "RFC 8341: Network Configuration Access”;   <— You are missing this.
       }
       import ietf-yang-library {
         prefix yanglib;
         description
           "Revision 2019-01-04 or a
            revision derived from it is REQUIRED.”;
