Dear WG,

This update adds support for TCP proxies (e.g., SOCKS4 and SOCKS5).

The desire for proxy support came from a review from the “httpbis" WG of the http-client-server draft, whereby they noted the need for proxy support and, upon further discussion, it was determined that there are both TCP-based proxies and HTTP-based proxies.  This draft defines the support for the TCP-based proxies, while the http-client-server draft will define support for the HTTP-based proxies.  This update was reviewed by Michael Sharf, co-chair of the TCPM WG (and co-author of this draft).

This draft is now ready for WGLC.
