[netconf] draft-ietf-netconf-privcand private candidate | <discard-changes> and reference state

Quoting 2.3:

"A <discard-changes> operation will revert the private candidate to the branch's initial state or it's state at the last <commit> (whichever is most recent)."



Quoting  4.7.2.10:

"Discarding the change to the private candidate will reset it to the state it was when it was initially created, or to the state following the latest <update> operation, whichever is most recent. This state may not match the current running configuration."



Which is it, latest <commit> or latest <update>? <commit> implying <update>, I guess putting <update> in both would be more accurate?
