Agree that it is plumbing, and that existing RESTCONF is independent of this.  But should RESTCONF expose some of this plumbing?  

One thing HTTP2 can provide, should the capabilities be exposed above RESTCONF is prioritized TCP stream de-queuing to avoid head-of-line blocking.  For more see:

Beyond what we are doing with the notification drafts, I am not advocating that we expose this.  But maybe for others there are viable HTTP2 enhancements which leverages the plumbing.
