v-02 is uploaded to address comments discussed on the list,
The diff is:

The main changes are:
1. Extend existing protocol operation to tackle factory datastore;
2. Introduce reset operation to allow reset the device to factory default;
  setting and make configuration update to take effect, which is different from what system-restart is doing in ietf-system module.
3. Leave system restore out of scope for now.
Comments and suggestions are welcome.

Abstract:
   This document defines capability based extension to NETCONF and
   RESTCONF protocol that allows a client to configure newly deployed
   devices with just its preconfigured initial state (i.e., factory
   default settings) during zero touch bootstrapping process or reset
   the device with the content of factory default setting configuration.
