"Abstract This document defines three YANG 1.1 modules" "1. Introduction This document defines three YANG 1.1 [RFC7950] modules:" which would be great if it were true but it is not true. Look at Security Considerations or IANA Considerations and they rightly say that there are seven YANG modules. The extra four are IANA-maintained and are no less YANG modules than the three regular SSH ones. This is wrong, creating an insoluble problem for the IETF in future. The two sets have different trajectories. IANA-maintained modules are obsolete as soon as they are published since change control is then vested in IANA. Regular modules get revised in the light of experience and when that happens, then 'RFC EEEE' will be in an impossible situation, part of which needs revising in the light of experience and part of which must not be republished since that part is now under the control of IANA. The solution is simple and obvious. IANA-maintained modules must always be in an I-D of their own which can then be treated as obsolete as soon as it is published. Given the structure of this I-D then such a split is relatively simple to perform.
