To my knowledge, BMP RFC 7854 is the only network telemetry protocol (RFC 9232) or network management protocol which postdates RFC 7605. As the title of https://datatracker.ietf.org/doc/html/draft-ietf-netconf-udp-notif says, the document falls under YANG Notifications configured subscription as described in https://datatracker.ietf.org/doc/html/rfc8639#section-2.5. Transport requirements are defined in https://datatracker.ietf.org/doc/html/rfc8639#section-7. I hope this helps.
