Thanks Brian for the clarification!

I just was not familiar with 3GPP sending an informal LS. 
My understanding, 3GPP is very careful when talking about LS'es; i.e., there is formal LS or something else. :-)

Sure.  The 3GPP CT chairman sent an e-mail to the NETEXT chairs, the draft authors, and me asking about the status of the draft since there was a dependency on it within 3GPP.
