FYI. The IESG has approved the charter for public review, and the mail 
about that should come out any moment now. This is the small charter, 
i.e., with the non-controversial topics from the BOF. My rationale for 
getting this moving forward was to ensure that we get work stated as 
soon as there's an agreement for a particular part.

The discussion on the rest obviously needs to continue; if and when the 
small charter gets approved, the discussion on the rest can happen in 
parallel, and a recharter for wider scope is possible at any time. For 
instance, in this case I will not ask you to complete the current 
charter before taking on other things.
