WG:

FYI. This is the final version that has completed all IESG reviews. The
changes that went into the document are mainly in  Section 3.2 and 3.3,
and 4.0 related to the use of 2119 language and some rewording of the
LMA/MAG considerations for better explanation. Changes were also there
related to reordering of few sections, moving the option format to the
initial sections of the document.
