While sounding like a good idea this would require modifications to 
existing TIFF writers. More work to support will mean less people using it.

TIFF files cannot easily be used in a serial fashion. You have to buffer
them somewhere you can do random access to. This is an unfortunate
consequence of the design. It's not going to be fixed at this point. 

There is an excellent freely available tiff library in C (from Sam Leffler).
Supporting TIFF with his package is not very difficult.
