Yes, the client has to issue a RPC to select the primary schema for the device (rather than configuration).  My reasons for this are:

  *   It removes the chicken and egg problem of having configuration within a schema defining the schema itself.
  *   It also provides a clean mechanism to update the primary schema to a different version (or schema) and to provide configuration in that new schema (otherwise I think that basic tenets of YANG are probably being violated).


Secondary schema can be enabled through configuration, but would always be selected via NETCONF capabilities exchange or RESTCONF path.

That keeps it simpler in my mind.  I’ve digested example 1 so far.  I think it works.
