    The LC is closed.  There are clearly some issues to discuss and
resolve before this document can be submitted for publications.  Given
the issues raised, as well as the good on-list discussion, I'd like to
ask the authors to formally track all issues raised and their resolutions. 

We have two different issue tracking tools available at the moment: the
WG trac instance [1], or the github document repo [2]. The authors are
free to choose their preferred method, and should let the WG know once
the issues have been entered as well as once an issue is addressed with
through discussion and, as needed, draft text change.
