There is pyang error.

    not match its base type - not an integer

However, this is a pyang problem. See 
https://github.com/mbj4668/pyang/issues/329

Mehmet, can you please a YANG doctor. The YANG doctor review is normally 
done during IETF LC, but nothing prevents an early review.
