Agreed.

If a new module-name is used (e.g., routing-cfg-2), then the old module
name should be republished also, just to deprecate (obsolete?) the old
module.   The deprecated module could be published in this draft or
another draft (keep rfc8022bis clean?)

As co-chair, I'm okay with adoption starting even without this detail
finalized up front.
