This draft is an updated version of the YANG semantic versioning work to bring it in line with the design team’s YANG module versioning proposal.  That is, this document describes a semver labeling scheme to accompany the revision-based lineage.

One notable change is that in order to support semver versioning for YANG packages (also being proposed), we abstracted the noun from “module” to “YANG artifact”.  This way, we can apply a semver label to modules as well as a version to packages and use the same references and versioning rules.

From a semver rules perspective, nothing has changed from the modified semver rules that were previously proposed.

The design team wants to provide a holistic update ahead of 106, but wanted to publish documents as they are ready to give people a chance to digest things in parts.
