This is Kent's call as I'm co-author.

I agree, and while I was originally pushing for an immediate LC, I also
think it is reasonable to review the changes in Singapore and then,
assuming no disagreement from the WG, move immediately thereafter to LC.

I also think it is fine/good for other drafts to reference this draft
now given LC is soon either way.
