As far as I read the discussion, no one was agreeing that this approach was a good idea. Here is the original guideline text: https://datatracker.ietf.org/doc/html/rfc8407#section-3.4 There is no text describing the conditions where a tree diagram MAY be omitted. The original intent was that not all modules would generate any tree output (e.g. typedefs and identities only). IMO if the tree diagram is really long then it is even more important to have in the RFC to help readers understand the data model. A tree diagram is not considered to be a Code Component. It is just a diagram. This would be an odd precedent to omit diagrams from RFCs so they can be hosted somewhere else. There are legal and other issues with that.
